The Movement against Racism, Xenophobia and Antisemitism is a reference historical importance in the fight waged against racism in Belgium.

The force of the extreme right in this country certifies that this fight is far from won. Force us also note the difficulty of making a calm debate and looking at issues of racism in a cacophony where the anathema and the trial of intent to prevent any possibility of deep reflection. As to the condition of our fellow newcomers, like that of the Saharan people or Roma origin, to name only two populations, they do, despite extremely disturbing signals, subject to a deafening silence.

For several years, Mrax workers regularly express their unease about the management of staff. So far, the problems had been resolved internally. But since the inauguration of the new board, these difficulties have taken other proportions.

This Wednesday, April 12, 2006, employees of the Movement against Racism, Xenophobia and Antisemitism, except direction, begin a third day strike to protest against the unfair dismissal of their colleague Luc Malghem and denouncing abuses and an accumulation of dysfunctions such as to endanger the very future of the association. We denounce

include:

- a lack of transparency in decision-making (staff learn sometimes pronouncements in the press),

- we are not aware of long-term vision of the projects carried by MRAX and political movement,

- a gradual disappearance of real debate,

- a systematic diversion of several key provisions of the Rules of Procedure voted in October 2006 and several legal provisions (eg staff should be consulted before stance),

- A lack of ethics both internally and in our relationships with external partners.

past three months, we regularly conduct industrial action. We do not want the media attention not to harm the success of the Action Week against Racism. We figured to these actions would be symbolic enough to cause a sense of responsibility of the board: in forty years of existence, MRAX had never experienced any strike!

Today, despite the multiplication of actions, demonstrations in support of a growing number of members and supporters, our engagement has resulted in only one or the other measure of pure facade [1] and repressive reactions by the president and management: loss of credibility, attempted guilt, threats of dismissal group for serious misconduct and disciplinary sanctions disproportionate finally (warning before dismissal) and illegal, addressed to all employees involved in industrial action.

Before this denial of union rights, and the refusal of the board to assume its responsibilities, we were forced to continue and publicize our efforts. The next action will take the form of a new day strike held this Wednesday, April 12. We urge journalists wanting to better understand our position to meet us at the premises of MRAX Wednesday between 10h and 17h.

Our criticism should be located as part of a broader trend. For many months we are facing a bureaucratization of our work to reduce our role to that of a performer, at best, a cabinet member. We also denounce the primacy given to the pervasiveness media at the expense of analysis and reflection, in a communication breakdown with the total work of the association. We can not condone these abuses: MRAX must remain more than ever a militant movement.

We also reiterate our support for the steps and actions initiated by our colleague Luc Malghem. His dismissal was the result of practices that we condemn in our turn now. These practices did not end with his departure, however. We demand his reinstatement, as we supported his complaints of harassment.

Amid crisis of all kinds within the Mrax, it was our duty, as full members or sympathizers, and as actors of civil society, to file our testimony concerning Mr. Redouane Bouhlal, the current president.

We are democrats, viscerally attached to freedom, and from the outset, we respect the open and transparent debate, and welcome all the pronouncements made in the light. Therefore we do not, in this testimony, as opponents of Mr. Bouhlal policies. And we are not motivated by the settling of scores hateful and damaging to our moral integrity, to our intellectual integrity. We act as former associates of Mr. Redouane Bouhlal on the committee "SOS Bel Younech.

We have seen an interested eye the accession of Mr. Bouhlal, from an ethnic minority, including Moroccan, on center stage in this prestigious association, imagining that he would initiate a debate in any singular gaiety and colors.

We were also pleased at the establishment of collective SOS Bel Younech ", membership to this group of democracy activists. We thought he was going to energize, to publicize the noble cause of these damned sub-Saharan Africans who now animate our moral responsibility.

But our disappointment was the measure of our expectations. Because Mr. Redouane Bouhlal, with a number of his friends, known to subscribers of the private circle Moroccan Representation (embassy and consulate), resolutely opted for the rout of goals, yet included in the text for the group that was critical not only the Moroccan state and its pathetic management of this file, but all States involved (Europe Spain; Algeria ...). This Monday, February 6, employees of MRAX conducted a symbolic work stoppage between 14h and 15h. Meanwhile, a strike notice has been filed to organize a day of collective action Wednesday, Feb. 22. These actions have the participation or support of 1'ensemble of permanent leadership excepted. Our decision was deliberate and was not easy. It reflects the feeling of having exhausted every means of mediation without ever having received a satisfactory answer or even positive signal. Indeed, we have relied on dialogue and tried to work well together but the crisis continues. However, anxious not to paralyze the functioning of the movement, what is more to just a few weeks of the important appointment of the Week Action Centre on Racism, we favor a symbolic one day.

The reasons for this are many and have for the most part, already been expressed in numerous letters questioning the board of directors (sent at the initiative of 1'equipe of the delegation of Association of employees or as staff). They can be summarized as follows:

1) We are dismayed by the dismissal of Luke Malghem which took effect on January 31. We find that the facts and conduct which it reported to many times have never been considered by the Board. Never questioning his - shared by many of us - have received a substantive response. Dismissal confirms this desire to deny problems rather than dealing with them. A dismissal, as further resignations will not solve the crisis through MRAX. We want to demonstrate that the arrival of seven employees in the course of 1'annee past has not led to an easing of tensions, far from it. This data puts into perspective the serious charges of "resistance to change" that were laid was against 1'équipe. It also confirms that difficulties can be reduced to a mere conflict of people.

4) We also deplore the escalation of poor relations between staff and management at large. Without going into details and examples of this trend, it is clear that many of us to worry about current management methods and sense a lack of mutual trust. Another desire of the board deserves some attention here somewhat: conducting an institutional analysis. Rejected at first by part of the team, this proposal was passed by the General Assembly last October 8. The team, which has not been consulted on the matter since then, welcomes this decision. We are aware that the movement has, at all times, been crossed by internal turbulence (which association can claim to function without conflict, let alone working on a sensitive subject?). We are convinced that when institutional analysis can be beneficial. Nevertheless, we reiterate that this solution is only partial and can not be concealed as economic difficulties inseparable from a particular context.

In conclusion, more than ever willing to work with mutual respect and in harmony with the objectives we all share, we demand:

- a deep questioning of the real situation and by the organs decision-making: when, despite the departure of 'troublemakers', 'manipulative' and other 'conspirators' discomfort persists, it should examine its real sources.

- the development of concrete proposals on methods of work, 1'organisation of 1'equipe and management personnel in order to best use the potential 1'equipe and serve the objectives of the movement. The meeting AC / permanent place in March 2005 and the follow-up given to it in this respect, a perfect example-cons from our expectations.

- the reinstatement of Luc Malghem.

On December 7, 2005 we sent a letter to the CA MRAX to bring to his knowledge of the facts of serious danger independence and credibility of MRAX.

- the forum offered by the Moroccan authorities MRAX at this press conference so that the confusion are ruled objectives;
- the promotion as an "actor and opinion leader of the Moroccan community in Belgium" consular authorities and the Foundation Hassan II
- manifest manipulation of the minutes of the Board of December 20, 2005 in the interests of President
- dissemination of a position erroneously presented as emanating from the last Board meeting (20 December 2005) members and supporters of MRAX
- advertising, by the Board, a president's personal political position on the Moroccan regime widely published in an official document of MRAX, Morocco and Belgium
- advertising, by GC, the expression of "patriotism Moroccan" its president, widely distributed in an official document of MRAX, Morocco and Belgium

All these objections are developed at length in our response to the letter GC 22 / 12/05, attached. It is directly integrated in the letter of MRAX in blue on a gray background while the original text is in black and italic.

We caution that these facts must be interpreted, without any trial of intent in the context:

- in the race for the appointment in Belgium for the Supreme Council of the Moroccan Community Abroad under the chairmanship of King Mohammed VI
- the position of isolation of Morocco at international level on the question of Western Sahara
- the trial's current repression of the Moroccan people in the reign of Hassan II, in which repression consular authorities and the friendly Moroccan contributed significantly to the countries of immigration, especially in Belgium.

With this mail, given the serious acts that were done in their name, we want to put members and supporters of MRAX face their responsibility.

We believe that these facts are so serious that only the revocation or the resignation of CA will be able to restore the credibility and independence of MRAX.

The ball is therefore in the camp of those who want a MRAX independent of any political power, let alone non-democratic, and operating on principles of transparency and internal democracy.
